传统的慈善文化在全球化、金融化的世界变局中逐步走向"公益文明",而谋求经济公平、政治公正与社会良知,维护整体社会利益,乃至人类利益等,业已成为全球公益慈善发展的价值纲领。同时,传统的慈善基金会组织开始向基金会组织功能转变,其组织模式、实施路径与运营动力也开始积极引入多样化的创新因子。商业慈善、慈善投资等新理念的确立,令慈善这一事业变得日益商业化与可持续,从而有助于慈善资源获得最优配置。基于国家经济文化特点、社会心理与实际需求,在公益与商业领域间搭建良性互动机制,是否存在竞合博弈的双赢可能?不同国家如何采用新模式和适合其时间的最佳经济、文化和实用因素?

国际发达国家慈善事业发展日臻成熟,组织体系及运营形式渐有模式可循,而其中主要以个体家庭和企业发挥作用,政府权力驱动型机构甚少。与此不同的是,中国作为慈善传统悠久、其事业却起步较晚的国度,"政府主导"模式始终成为主旋律。伴随中国市场经济体系的不断发展,公众公益意识的不断增强,政府与民间慈善如何协同成为焦点话题。不同国家、政府和民间慈善有何不同?如何在慈善事业中实现"去行政化",促进非政府组织的稳步发展?怎样才能通过启蒙理念、借助制度和商业手段及其他工具杠杆确保政府监督职能的到位?如何在当前公益领域实行有效的去官僚化政策,促进独立的非政府组织的发展,并打造独立、健康、有活力的公益事业?如何实行适度的政府监管?均成为慈善事业组织架构的定位基石及运营之本。

13:10-14:30 午餐对话(议题三):构建全方位慈善事业

与全球其他地区相比,中国慈善投入领域大多集中于扶贫、救灾与教育援助领域,而对环保、健康等领域的关注度偏低,其整体特征,尚处于"事件驱动阶段",以"救济捐助"为主要撬动形式,各种灵活手段及慈善产品,乃至慈善服务理念都未能获得足够的重视。"慈善"理念应加以启蒙与普及,使其有效渗入社会分工结构的组织细胞中去。唯有多方位而形式不一的"慈善组合产品"才能在市场经济社会的各个领域发挥持续高效的调和作用。

中国慈善作为独立事业仍属"启蒙初建期"。较之欧美发达国家公益慈善的成熟机制和完备法规而言,尚呈机构数量少、募资能力弱、社会公信力较低、基金管理与市场脱轨等特征,对于公益信托等金融工具的使用也居落后。伴随公众意识觉醒、社会慈善行为的推广、慈善组织机构的规范化发展,越来越多的自然人和机构开始投身于慈善实践活动。除以慈善为宗旨的基金会不断涌现和成熟外,企业也开始承担起社会责任。中国慈善机制如何构建?慈善行为评估比照体系该如何设立?如何提升社会领域和社会经济领域的透明度、效能和可持续性?探索中国慈善的未来,需要更多借鉴、实践和摸索。

纵观当今国际社会各国慈善事业发展进程,家族、企业慈善都扮演了极其重要的角色。家族与企业式公益是社会渐进改良的产物,而"基金会"这一专业化组织载体则发挥了不可替代的作用。在起步较晚的中国公益领域,建立和运营尚属摸索期,借鉴国际成熟经验、打造专业化职业团队、提高运营管理水平等均成为迫在眉睫的当务之急,而有效理解和平衡家族慈善代际差异,继而在"态度框架"、"归属关系"、"影响衡量"等层面达成共识性和解则是"家族慈善"的特有命题。

10:10-11:30 Panel I: New Trends in Global Philanthropy

In this era of globalization and financial innovation, philanthropy is increasingly becoming global in nature and undergoing major changes as new ideas and technologies are rapidly developed and adopted. Traditional philanthropic organizations, as well as a host of new entrants are actively experimenting with innovative models and new mediums to drive positive social and environmental change and impact. The growth of corporate and venture philanthropy, corporate social responsibility, social entrepreneurship and impact investing have helped further efforts to deliver impact around the world and are creating a sustainable and scalable culture of "doing good", allowing for the more effective allocation of philanthropic resources. The panel of the Forum will explore such questions as what are the opportunities and risks of driving greater cooperation and innovation between the philanthropic and business sectors, as well as what specific economic, cultural, and practical factors countries should take into account when they seek to adopt new models and global best practices.

11:30-12:50 Panel II: Policy and Organizational Development for China's Philanthropic Sector

In many developed countries, the philanthropic sector has established organizational structures and operational models to optimize growth and deliver positive social and environmental outcomes. Most of these advancements have been driven by independent non-profit organizations, associations, corporations, individuals, and families with systematic support enabled by the government. While charity is a traditional Chinese value, the growth of modern China's philanthropic sector has been slower, and predominantly government-led. Finding ways to effectively mobilize and balance governmental and non-governmental philanthropic efforts is becoming a central theme as China's market economy advances, and awareness of the need for public and environmental welfare increases. This panel will explore how to better incorporate enabling polices for growth of philanthropy in China into the national strategy and five-year plans; support effective de-bureaucratization of the current philanthropic sector, and promote the development of independent NGOs and a healthy and vibrant independent sector; achieve a balanced level of government oversight

While charitable work and giving have been century-old traditions in China, until now Chinese philanthropy has generally been more charity based, event-driven, and focused in the areas of education, disaster relief, and helping the poor and elderly; as a whole, the sector has lacked a comprehensive breadth of scope and greater strategic orientation. This panel will discuss how philanthropy (including "strategic" philanthropy, corporate philanthropy and impact investing) differs from charity and will explore the full portfolio of approaches, activities, tools and issue areas open to China as it seeks to build a robust and vibrant philanthropic sector.

Philanthropy as an independent sector is still nascent in China. There are only a small number of philanthropic organizations, mostly plagued with weak fundraising capability, low credibility, and a lack of professional management. With more people and organizations eager to get involved, this panel will address some of the current challenges philanthropic organizations are facing in China, and generate ideas to nurture modern philanthropy in China, including the creative use of resources beyond money, how to foster innovation and adopt best practices and models, creating the social impact/philanthropic value chain, building professional management and talent, establishing enabling infrastructure and policies, promoting transparency, effectiveness and sustainability in the social sector and social economy

       Concurrent Session II: Case Studies in Global Philanthropy

As China seeks to build and develop it's philanthropic sector it has the opportunity to "leap frog" the rest of the world by rapidly adopting and deploying the most effective philanthropic models and methods from around the globe. This break out session will present and discuss specific examples of success and failure in global philanthropy and will explore how international models and best practices can help inform and advance Chinese philanthropy. Emphasis will be placed on the growing importance of China as an international actor in philanthropy and why it is important for other global actors to partner with China to help build its philanthropic sector and to address social and environmental challenges facing China and our planet

16:10-17:30 Panel IV: Leveraging Family and Corporate Philanthropy for Social Impact

Families and corporations have played a vital role in advancing the development of global philanthropy. The work and goodwill of individual families and businesses, especially in the form of family and corporate grant-making endowed foundations, have made significant contributions to society. In China, the establishment and operation of corporate foundations and the integration of corporate social responsibility into family businesses is still at a very early stage. In this session, the panel will explore how to promote the more effective development of family and corporate philanthropy in China and will take a closer look at how corporations around the world are leveraging their platform and assets to affect positive social change and impact. The panel will also examine how families have achieved scalable and measurable impact through their philanthropy as well as how they have managed their generational differences, developed and preserved strong core values, and maintained their family legacy over successive generations.
